Why does some car show power level 4 even if it has less horsepower than a car that are on level 3? for example a lamborghini tuned to 860 hp is on level 4 but a supra with 1000 hp is on level 3

I changed all boost tuning to full on my stage 3 supra and got 1048 hp thats a raw 6 cylinder engine. I love the sound of it!

The four wheel drive cars are to difficult to drive in grip mode, i tuned the mitsubishi evo to stage 3 and when i am entering a corner the car just goes straight when i turn.
