im really stuck on the last blacklist rival!!

i have completed all the races and got the required bounty but i cannot get the 5th milestone!

im stuck between being in a pursuit for 13mins, hitting 35 cop cars and getting a bounty of 850,000!! everytime i get close to completing it i get busted! is there any help anyone can give me on how to complete the milestones!! im pulling ym hair out! i must have tried at least 100 times to get one of them!!
