how do i install the 1.3 patch?

1. Make sure you've removed any no-cd patches and restored the original exe
2. Have more than 1.5GB free space on the hard drive where Carbon is installed
3. Make sure to have the correct patcher for your game for your region
4. Run the patcher from the Carbon install folder

so put the patcher in the folder that has the .exe in it then double click it and wait?

Pretty much. If the patch worked, the game will show 1.3 in one of the corners at the CLICK to Continue screen.
