How can I get the Cop Z06 in either my career garage or "my cars" so I can use it for quick race?

When you've finished your Career Mode it'll be available for you to use for Quick Race modes.

Unless you're on a PS2 or numerous other consoles, at which point it won't show up at all. Unless you mean the Cross Z06, which works but you need a reward card which is hard to get and impossible to get if you've finished career.
