If you're getting same or worse performance with that command set to 60, try setting it to 40. I actually got worse performance with it set to 60, but 40 is very playable.

It's not that command, I use it too, at a lower frame rate (40), and I've never had that happen and I'm at level 61 Race career and level 21 Cop career.

That usually happens when you're too far off course, too far away from the target vehicle, etc.

I'm at level 20 and want to get the McLaren P1 before doing the Grand Tour, but all 3 speedlsits say "Complete Hot Pursuit [Hard] Grand Tour". I have 3 million speedpoints, so I assume I'm stuck not being able to level up without completing the tour?

Part of the problem is the game is capped at 30 FPS. You can add -GameTime.MaxSimFps ## -GameTime.ForceSimRate ##+ to the target path in the shortcut. Use whatever frame rate your system can handle.
