The Hotknife?
It spawns in front of the Driving school when u get all golds.Or,with my mod it is driving around in rich neighbourhoods.

Yes!!! PC rulz!!!

Basically, the code for the PC version is easily accessable so people can do whatever they want (different colours, pics, etc.)
