If it says Q4 2003, then the developer didn't announce the exact release date.

Q4 is supposed to mean the fourht quartet of the year 2003 - that means months from October to December. But don't worry, the game will not come out then as it is probably gonna be postponed a few times

There's nothing about a PC version on Gamespot or IGN so I guess it wasn't announced yet.
