does such a thing exist?
what I am looking for is a program or something that can increase the volume of my pc past 100% to hear a stream which is very hard to hear.
is it possible?
another solution would be to turn of my incredibly annoying, loud fan. which decides to switch itself on when ever I hit play. Can I turn it off?

If I recall correctly, you can boost your output by using the standard Windows Volume Control (Start Menu > All Programs > Accessories > Entertainment) and go into the advanced settings. I'm pretty sure it's in there somewhere
