Besides multiplayer online how can you access the cop car and use it ( to mess around with )?

Unless you have the PC version, you're out of luck.

If you do have the PC version, go to www.nfsnation.com and download the SaveEditor. You can put the police cars into your savegame.

If you're talking about the missions I believe you are, just ram their cars... hard.
