The revision button missing on the edit page

Hi, I'm trying to revise a car vinyl mod and the button that will save changes to the revisions is missing and I can't switch revisions to the updated one. Here's the mod I'm editing which doesn't have the button that will save changes to the revisions I want to use:

Not only that, when someone downloads a file it will take them to the not found page instead of getting the file.
