They are the big search lights you see in the city. They are for big events etc. they scan the sky. just go to the Hights or another part of the city thats not in the core. then point your peepers to the core area. look at the sky and you'll see them move.

Its a map of the quickest routes from extreme west to east and extreme north to south. Also the only circuit you can take to get the full outside of the map.
