OK, we got these

blue bars with little orange tags on them, can anyone tell how i am to interpret it all?
Are they different in "Choose Car" bit to the "Shopping for Performance Parts" bit?
Sometimes when I am adding the junkman Parts to a particular car there seems no increase in the bar, Does it work like that?

when you highlight a part, the blue bar shows you where your performance will be after you purchase the part. The orange sliders show where your performance is at currently.

…and in other areas, apart from shopping?
