Hard to reach Cooldown spots?

I was in a pursuit last night, in Silverton, and there was a cooldown marker on the minimap, and when I got there (just near one of the tunnels that leads underground) all I could see was a faint group of arrows pointing upwards. After I evaded the pursuit, I looked around the entire area to see if I could in fact get up and higher (ramps, jumps etc) but found nothing. This cooldown marker, as I said, was near a tunnel system in silverton, and the arrows were on the wall of a temple (i'd say a nightclub themed like a temple) So maybe its just a glitch?
