Bogan has my vote already. It is a very witty signature. And I use that site all the time. If I can get my CS3 working again, then I guess I'll enter.

Hazmat is on the western coast so.. it's only (i think) 2:30AM sunday morning there... If im on the east and its 5:30AM here.

When you go to save it, after you choose the animation option there is a speed option an the next page. Along with the frame options (Combine, Replace, Etc.)

You can also right-click on a layer and go to "Edit Layer Attributes" and choose a speed for that frame only there.
