I'm on a PC, results may be different on other games:

drag - Stage 4 Camaro SS with "tuned" stock suspension:

5.36 with a .03 reaction time, Chicago Airfield:

drag - Stage 4 Zonda. Forced induction is full racing turbo (the Jackson turbo isn't as fast). Other parts don't seem to matter.

5.48 with a .03 reaction time, Chicago Airfield:

wheelie - just about any muscle car, I use the Charger R/T. Video at Tokyo with Charger:

drift - RX7 and Zonda (depends on track) (Autopolis F in second half of both videos for comparason).

grip in order - Zonda, Ford GT, Porsche 911 Turbo, Lamborghini Murcielago. The Zonda and Ford GT seem to be the only rear wheel drive grip cars that don't have a rear tire spin issue when accelerating in 1st gear.

speed - Porsche 911 Turbo. Can go full throttle for all of Nevada C without going airborne over the hills:

speed - 2nd fastest - Lambo, goes airborne, so some luck required.

stage 4 Camaro SS drag setup
With this setup, car is launched in 5th gear and nitrous at the same time. Only one shift into 6th gear.

suspension setup
install stage 4 suspension
front and rear shocks and springs - all the way left
front tire pressure - all the way right
toe, camber, caster, steering - leave in middle
install stock suspension

engine
cam timing - all the way left
boost - all the way right (middle for more points)
nitrous - all the way right

drive train
1st -> 4th doesn't matter, not used
5th - 4 clicks left
6th - 9 clicks right
overall - 10 clicks right (all the way right)

brakes - default

stage 4 Zonda drag setup

With this setup, the launch is done above the perfect launch green zone, to keep the Zonda from doing wheelies. Use nitrous just before shift into 2nd gear. Only 4 gears are used (the drag run is completed in 4th gear).

For forced induction part, use stage 4 full racing turbo.

All settings middle unless listed below:

suspension:
rear shock compression, rebound, spring, ride height - far right
front tire pressure - 6 clicks right
rear tire pressure - far right
camber - 7 clicks left

engine:
cam timing - far left
all other settings - far right

drivetrain:
1st gear - far left
2nd gear - 9 clicks right
3rd, 4th, 5th, 6th, overall - all the way right

brakes - middle

Charger wheelie setup

front shock compression - stiff
front shock rebound - soft
rear shock compression - soft
rear shock rebound - stiff
front spring - stiff
rear spring - soft
height - high
front tire pressure - high
rear tire pressure low

drift - maximize front grip with soft/low suspension and tire pressure settings, minimize rear end grip with stiff/high suspension and tire pressure settings.

Speed - use an all wheel drive car. Shocks and springs maximum stiff. Sway bars soft (all the way left). Steering max stiff. Tire pressures high.

stage 4 zonda grip setup
suspension:

tire pressures - 10 clicks left (all the way)
camber - 10 clicks right (all the way)

engine
both boost values high

drivetrain - default

brakes - default

stage 4 Ford GT grip setup

suspension:
ride height - low
tire pressures - low
front sway bar - 7 clicks right (you might want to try +10)
rear sway bar - 7 clicks left (you might want to try -10)
toe - 1 click right
camber - 5 clicks right
caster - 1 click left

engine
both boost values high

transmission
1st through 6th gear - all the way left (10 clicks).
overall - all the way left (10 clicks).

stage 4 911 turbo grip setup

suspension
tire pressures - 10 clicks left (low)
ride height - 10 clicks left (low)
front sway bar - 10 clicks left (soft)
rear sway bar - 10 clicks right (stiff)

engine
both boost values - 10 click right (high)

drivetrain
1st thru 6th - 10 clicks left
final - 1 click left

stage 4 Lambo grip setup

Suspension:
springs and shocks - middle
front sway bar - 10 clicks left (soft)
rear sway bar - 10 clicks right (stiff)
ride height - low
tire pressures - low
Toe and camber 1 click left
Caster middle (else just a bit too much understeer).

Engine:
Both boost value - high
Cam timing - doesn't seem to do anything on PC, so I
don't bother.

Drive train:
1st through 6th gear, all the way left.
overall, 3 click left

Brakes:
Bias - 3 clicks right

install stage 4 suspension
shocks and springs all the way right (stiff)
sway bars all the way left (soft)
ride height all the way right (high)
tire pressures all the way right (high)
steering all the way right (stiff)
install stock suspension (helps only a little, second drop at Nevada C).
