NFSC - How To Hold Own Race as Boss of Area?

Need For Speed Carbon (PC)
So I'm a longtime player of both Underground 2 and Most Wanted but recently picked up Carbon so am relatively noob at certain aspects. The most annoying is that I finally took over an area and was told by Nikki or Yumi that I should stage this big event/race there now as the new boss of the area. Said the details would be at the Safe House (I think) but I've yet to find any details about how to make a race, and have tried everything conceivable on the World Map. It doesnt allow me to "place" new icons on the map, and nothing denotes a section where I can do this.
Anyone that knows what's up and has suggestions would be cool.
