Opponents hex editing

Guys, is Undercover hex-editable?
If so, would it be possible to alter opponent cars in UC?
Because they are pre-tuned cars with names and tuning unvariable. For example, 'DR MULLINGS' always drives a white SLR with red parts.
Would it be in any way possible to change the tune of the car (ideally make them all stock)?
