Is there a Programm or a Tool for Editing the Map?

I wanna make a Terretory Crew Map like them in NFS Carbon.
Please help me :/

It must have/can have Streets,
colours with Edit Function [to Change colour]

Unfortunately I Can not help but I would love something very similar; a tool that can change who controls what territory. I guess we will never have our wish. :'(
