try turning the OpenGL on your graphics card up.
i had this problem before, my graphics card was set to display "high performance" OpenGl graphics, but doing this blurs games that use OpenGL, like NFSU

Heh, looks like the game got confused and displays the farthest mipmap. Maybe try DirectX 9.0c?

It seems like a censorship for me, as you can see, the Toyota logo on the supra is blurred, and they're trying not to advertise NFSUG...lol

LOL, funny graphics, top marks for that.
Hmmm a 5900XT, may have some issues, tried doing a complete driver swap and tried older / newer drivers?
On my Ti 4600 it sometimes helped using old drivers, thats why I stick with my old 41.03's.
http://www.guru3d.com got a nice archive of utillities for throwing out the old ones and giving you a clean install.
Sometimes it helps mixing up drivers too

I have tried that too.
