NFSU2: Are all cars and parts unlocked when you finish?

Is it similar to Underground 1 where you're given an all-access pass to all cars and parts without having to earn any more money?

What happens in career mode? Do you still have to earn money to make more career mode cars?

When you finish it's all over...you can still do outruns but there are no more other races, no more mag covers, no more unique parts...
