out run problem

All right I'm 20% and I have 3 sections unlocked. My question is what happened to all the outrun people they arn't anywhere?

there are X amount of outruns per "level" ... the levels are divided up by whenever you finish a sponsor's contract. do all the outruns, and then finish a contract, more outruns, finish those, do the next contract. this makes sure you get all the uniques.
