I think you have to beat the game guys. Then when you unlock the M3(which is the last car you unlock) you will be able to tune it.

It don't matter.... It's in both Normal & Black Edition. In order to unlock that car, you have to complete the Career Mode, it's mentioned in the game before. So, yup...
