I had the same problem, here's how you can fix it.
You gotta uninstall the game, uninstall the drivers.
first install the drivers, then the game.
then it should work, at least, it worked for me since...

That file was never meant to be published, since it contains copyrighted code. A small program to patch the original file is okay. But the entire file goes against many copyright laws. what I've also noticed, is that when you change the difficulty, all the stats in the game change.
From the drift highscore to the actual difficulty of the opponents

Indeed the AI have NoS installed and whatnot, but I have won several Outruns, Drifts, and Circuits with the G35.
The AI automatically is adjusted (besides the difficulty) to your car's performance, just like in NFSU1

But you do know, that you can set the difficulty in the main menu, right?
