I'm not a player from any English speaking country, so there might be something wrong with my writing.
I have completed my game(although the completion state stop at 66%), but i still can not buy "Wide Body Kits", it will be appreciated if anyone can help me.

I viewed other topics, and i found a saying: "stage 3: 6 outrun wins => Rims"
What does "stage 3" mean? how can i know i am in stage 3?
For "Wide Body Kids", how many outruns i have to win in which stage?
You can check your Stage status VIA the World Map in your Garage. And to win the Widebody Kit, you'll have to win 11 Outrun races in Stage 5, which is at Coal Harbor West. Once you've unlocked it, choose a car that you want to install the Widebody Kit on, as you'll only get to put it only on one car in your career mode.xHaZxMaTx wrote:You get to another stage after unlocking a part of the city. After you've completed the Career mode, the Widebody Kit will be unlocked in Quick Race mode, and you can use it for every cars. Hope that helps!

A big correction is needed here. You can never buy a wide body kit for any career car. You can only win one wide body kit for one career car during stage 5.
Wide body kits are never unlocked in career mode. Neither are the split spoliers (like the Lynx, except for SUV's), and the front to back split hoods, like the trap.
For non career cars, all of the parts are unlocked, but for career cars they are not.
I've "patched" a savegame to put wide body kits on 4 different career cars (one of the 5 slots is an SUV, no wide body kit), which you can download from here:

Correction about my savegame. On the 4 career cars, I've enabled all the wide body kits for all 4 cars, but haven't installed them. I did install the lynx spoiler and the trap hood on them. The 5 career cars are Corolla, Navigator, 240SX, GTI, and Mustang. I used the Corolla and Navigator for career mode. I added the 240sx for drag, and GTI for drift. The Mustang was just a filler for the 5th spot and it looks nice.
Note, there is no wide body kit for the SUV's so the Navigator doesn't have one, only 4 of the career cars have wide body kits in the inventory.
Note that the wide body kit increases wheel slippage on a drag race. With the wide body kit installed on the 240sx, I run 1st gear at 46mph, with it off, I can lower 1st gear to 43mph and not get excessive wheel spin. The wide body kit is affecting the car somewhat. If it's lowering the car, it's possible that a wide body kit would be better for the other events, but many of the fast players don't use wide body kits.
Also, in my savegame, all cars are turbo tuned (Corolla has 455.7 hp instead of 440.7 hp), a 3.3% gain in power, not much but every bit helps.

I have an "instructional" video for outruns, which is also funny:
