There is no .dff editing tool yet for SA. It is required in order to export and import car models. The only thing we have now is a .txd editor wich is used to edit textures however that is still a beta and very buggy.

You can only get those paintjobs on certain cars like Lowriders and a few cars wich can be modded at Wheel Arch Angels where they can be tuned to look like street racers.
Those cars are:
-Elegy
-Flash
-Jester
-Stratum
-Sultan
-Uranus

You can only enter after you have finsihed the Wang cars asset in San Fierro. That's the big showroom above the Transfender in SF.

You can buy the showroom after completing the "Yay-Ka-Boom-Boom" mission and once you have passed Driving School with at least Bronze in all tests. After that you'll get a call from Jethro who will tell you that a car showroom is for sale.

tip:
Sometimes it's best to walk or run for a while too see if anyone will call you. They won't call you if you are constantly driving.
