YES! How to get Free Roam in quick race mode in 3 easy steps
Maybe an admin wants to sticky this?
Step 1:
Load the sprint track "Boundary & Marina". If you just got the game, it may not be unlocked yet, so just hold your horses .
Step 2:
Start the race and drive until you get here:
Step 3:
ENJOY!
Mind you, there are some limitations. For instance, do not cross the 'race' portion of the track or you'll have to find the way out again. Also, the map doesn't extend throughout the whole area, as you can see in the step 3 screen, so you better be good at finding your way!

You can go around the whole map, and I don't know about any time limit. I have an alternate, perhaps easier way to get freeroam in Single Player.
1. Select the VERY FIRST sprint race track. Launch the race.
2. Don't race with the opponent! Instead go the other way.
Now you can free roam. And similar to the aforementioned method, the mini-map to show where you are won't be fully loaded.
Man, MW is buggy!
