Infractions

I looked up the rap sheet and I saw there are 8 Infractions,
how can I get the 8th Infraction: reckless driving.......?
I can always do the other 7 Infractions during pursuits but I can't get the 8th one.

reckless driving = getting clocked by a cop at 200mph+
