Modding traffic in MW?

Hi there..
Can anyone please tell me if at all possible, how can I modify the amount of
say police cars there are in the game...

Also, is there a way to extract the sound files from the game and convert to wav?
I think they have a .csi file extension
(COP_SIREN_AEMS.csi)
