Help with NSF-Carbon on ps3

I have completed all the necessary reward cards to unlock the BMW M3 GTR. Why can i not modfy its performance or looks? Yet i look around the site here and see various MODIFIED BMW GTRs. What do I do?

You can modify bonus car only in PC with Hex editing or unlocker..
So I think You can't do anything to modify a BMW M3 GTR in PS3..
