I've got a Dell XPS, and it runs quite admirably; despite being 2 years old and hand-refurbished. They shouldn't cost all that much, either.
Actually, after looking at the Dell website, they're going for $800USD on the Outlet site. (With HD3670s, I might add.)
Anyway, I feel a used XPS like mine is a sweet spot. Mine only cost me about $500 in total and CAN run GTA4 fairly well.
Anyway, I'm sure you want new, though. The only advice I can give you is look for 2nd party sites like Newegg, Buy.com, etc. for a deal.
...and absolutely no integrated graphics, as I'm sure you can guess. If you find one you like, just post up a link; I'm sure we'll be able to help ya' out.

You MIGHT be able to find an HP DV6 for that price. You may have to look around quite a bit to find one of these under your budget but the DV6-1143tx has Intel Core2 Duo 2.4GHz, 4GB RAM, a 500GB hard drive and an ATI HD4650. The 1007tx is cheaper but has a smaller HDD (400GB), and a 9200M GS.
