you gotta have a good video card or a graphics card to see such reflections. Then you just lighten the pic. I have a bad video card so mine reflections will never look like that until i get a new one 8) you also have to find a shiny area with lights.
here is an example of mine:

my video-card is a GeForce FX 5500 Tornado.... isn't the best, but all video options in nfsu are avaliable... but I think is more than only lighten the picture...

I've only brightened the pic up, improved the contrast and sharpened it.
The rest is directly from NFSU.

Blurred background is from the nitro effect (motion blur on). I also suggest turning particles off when taking screens - that'll disable the annoying smoke. Every other gfx detail setting must be at max. I also suggest running at max resolution when taking screens.

Oh and one more thing. Take screens of it in a bright area with lots of lights. Try inner city where the 3 jumps upwards are.

thats where i always take my pics at. Btw i just pick "stadium" to drive at. I think its faster to get to the light area with the 3 jumps. All you have to do is just turn around and you're there. Try it, it takes like 10 seconds or less

Apart from have a good gfx card and that, you should make an effort to make the perfect screenshot. I mean the perfect angle. It is difficult because you have to press 3 or 4 keys at the same time (brake, turn key, etc).
Now I dont make screenshots: I make wide-screenshots :D I go to Photoshop and then Select a 800x450 area. Crop and make a new 800x600 pic. Then I set black color as background and center the 800x450 car pic. Finally I add the garage things (profile name and that) and the nfs logo here at the top.

You can see my new cars, click on the link under my sig, the little one. Here it is an example, a simple car that looks awesome:
