Ok here's a little thunder tut.
1. Open a pic to use then create a new layer
2. Filter>render>clouds
3.Filter>render>diffence clouds
4. Press Ctrl+ I
5. Press Ctrl+ L use the following settings(then it should look like the example on pic)

6. Set blending mode to Linear Dodge.
Extra:
If you want to use it for animations create up to 2 or 3 different layers.
Fog Tutorial:
1. Open a pic to use or use current one used in thunder tutorial then create a new layer
2.Filter>render>clouds
3.Filter>blur>motion blur use the following settings(look at example for effect)

4.Press Ctrl+ L use the following settings(look at example for effect)

5. Set blending mode to linear dodge
Extra:
Repeat this for 2 more layers to have three layers for a better effect.
My latest project that you can make if you use these tutorials
WARNING!!! Low Bandwith users file is almost 1Mb loading time 56k modem 212sec
