The Shop Special 1.0, is that the app download I need to customize the BMW and the Camaro in NFSMW Black Edition for PC?

Correct. Though you can customize the BMW in career mode when you've finished it.

Btw, if you're trying that Shop Special thingie, backup your savegames first, i kind of forgot and I am now what we in sweden called "screwed up".

You can only customize the BMW with visual parts no tuner parts.
