Most Wanted without a doubt. It's buggy, but is still much more stable than Carbon. And I just preferred the game play - I loved the unreality of being able to beat a McLaren SLR with a maxxed Punto
I will play MW again. Apart from customizing rides, I can't see me bothering with Carbon any more. I found I couldn't even enter some career races with certain cars in Carbon without an instant crash to desktop every time I tried.

Most wanted has cleaner graphics and better tracks (none of those boring as hell spaghetti lameness tracks that you get in Kenji's district where all you're doing is hairpin turns for the whole damn race), but absolutely lame customization options and retarded gameplay balance (for example, the Golf GTI is better than the Porsche Careera GT) as well as incredibly poor AI that cheats like hell (if you pull more than one second ahead of the AI, their speed suddenly goes to the 300 mph point and they begin to corner like they're on rails).
Most Wanted also has a nice interface but very annoying pursuit races that take too long and are overly boring.
Carbon has Underground2-remiscent graphics and a mix of good tracks (the ones in Wolf and Angie's areas are pretty good) with completely shiznit ones (Darius and Kenji's). The AI still cheats, but it will only catch up to with it's rediculously high speed rather than pass you and take a 30 second lead. The game crashes constantly - about once every five to ten races. Customization options are excellent, particularily vinyls which you can now basically put anywhere you want on your car instead of only in the place the game decides, and you get 20 layers of vinyls instead of underground2's 4 or most wanted's 1.
Carbon also has 'muscle' cars like the Camaro and Charger. Without the muscle cars, I'd think Carbon would be a complete waste of time, as the new gamemodes like canyon run are retardedly boring crap.

I think most wanted because the car handling was a lot better plus there was no drift (too freaking hard!!!). But on the other hand carbon has some of my favorate car in it (shelby mustang, camero ss, charger r/t). So i cant initially decide.
