Nfs u2 glitch

I selected my car, chose free roam and I was driving around the city, and I relised something different. There were no racers waiting to challenge you to an outrun, there wasn't even a car in sight across the whole city. I want to do a cop pursuit thing with the racers but there not there please help!?

thats no glitch, it happens after you finish all the races in a single stage

i think you can to your garage and start a race from 'World Map' and finish it and there might be some racers out
