I have found a fan site for need for speed from Thailand. They have posted the official PC requirements for Need for Speed Pro Street. I don't understand what the site is saying because of their font style they have used but the PC requirements they have posted is nearly true:
Minimum PC Requirements:
* Microsoft Windows 2000 / XP / Vista
* Intel Pentium 4 2.0 GHz / AMD 2100+ or equivalent
* 512 RAM or higher
* 256MB 3D Graphics Card compatible with DirectX 9.0c (GeForce FX+) or higher
* DirectX 9.0c compatible sound card
* DVD-ROM
* Broadband internet connection for online play (512kbps+) / 1MB recommended
* 4GB HDD Space
* Gamepad

Already been discussed in the Official NFS pro street thread, they are not offical since EA hasn't confirmed them at all.
