I need a site that you can build your own sites on it for free. F-R-E-E! FREE! And it has to allow me to add a forum onto that site. Lycos and Tripod don't work. (It has to be free forever.) Please answer, I'm desperate. *sigh*

how about u learn how to host your own website of ur home computer, using Apache Web Server, and using phpnuke for forums and website. then go to http://www.dot.tk and your just sign up ur domain name there. the great thing is that once u master this, u can host other people sites for money, which u will be making money for nothing except keeping ur computer on 24/7. thats a good idea huh. me and my friend do that, but the server computer is at his house and he dont have any internet, just moved there!

That's actually not true...
For a personal site a connection with a 128 or 256kbit upload is more than enough (remember that a site like has very little traffic).
And if you make a webserver for a site like that a pentium (1) would probably suffice. Of course you'll have to run linux on it.
But that's really too complicated.

The type of connection you need depends on how you're gonna use it. If you're going to host other sites and have many files to download, then a 128kbps connection won't be enough. But if it's a small site with a forum, it should work. Also, you'll need a connection with a static ip in order for this to work. As bobyx said, it is pretty complicated.
