Softmodding is when you flash a card's BIOS to one of a different card, basically making it think that it's a different card. Only a few, older 9500s can actually support this.
And for your Nvidia question, the Ti4600 is only up to spec with DirectX 8 and can't support motion blur. A 5700 would be a much better buy.

The 9800SE 256Bit is a such card.
I have the softmod article on my forum but it does NOT involve BIOS flashing.
So tell me if you want to see it, and I will post the link.
All you need to do is install different drivers.
And you get a 9800 Pro out of it.
When I see those 5700 shots. I got a strange feeling that my Ti 4600 has better quality, can be because mine is softmodded to Quadro 4 900 XGL.
The high end market the 9800 and the X800 are just the best, quality wise, though Nvidia may be faster, the new pipelines only offers speedboost, no quality change sadly.
I had plans to have a closer look on em but that will be later sometime in the future.
